Roof repair vs. roof replacement
A repair fixes a defined problem: a few blown-off shingles, a cracked pipe boot, failed flashing at a chimney or wall, or a small leak. A replacement removes the roof covering (and sometimes damaged sheathing) down to the deck and installs new underlayment, flashing and roofing.
Repairs usually make sense when damage is limited to one area and the rest of the roof is sound. Replacement becomes the better value when:
- Leaks appear in several places, or keep returning after repairs.
- Shingles are curling, cracking or losing granules across large areas.
- The decking feels soft or sags between rafters — a sign of long-term moisture.
- There are already two layers of shingles; codes commonly limit re-roofing over existing layers.
Always find the source of a leak before deciding. Water travels along rafters and sheathing, so a stain on the ceiling can be several feet from the opening.
Roofing materials for a roof replacement
| Material | Best for | Notes |
|---|---|---|
| Asphalt shingles (3-tab) | Budget pitched roofs | Flat, single-layer look; increasingly replaced by architectural shingles. |
| Asphalt shingles (architectural) | Most pitched residential roofs | Laminated, dimensional look; the most common U.S. re-roof choice. |
| Metal (standing seam, panels) | Long service life, snow shedding | Higher upfront cost; needs installers experienced with the system. |
| EPDM / TPO / modified bitumen | Flat and low-slope roofs | Typical on NYC row houses and brownstones with flat roofs. |
| Slate and tile | Historic and high-end homes | Very heavy; structure must be checked. Common in landmark districts. |
Slope limits matter: under the International Residential Code (R905.2.2), asphalt shingles are allowed only on slopes of 2/12 or steeper, with double underlayment between 2/12 and 4/12. Below that you need a low-slope membrane. Check your pitch with our roof pitch calculator.
Measuring your roof: squares, pitch and waste
Roofers price by the square — 100 square feet of sloped roof surface. To estimate it from the ground:
- Measure the footprint of the roof, including the overhangs.
- Multiply by the pitch multiplier, √(1 + (pitch ÷ 12)²). A 6/12 roof has a multiplier of 1.118.
- Divide by 100 and add waste — about 10% for a simple gable, 15% or more for hips, valleys and dormers.
Our roofing calculator does this automatically and adds shingle bundles, underlayment and drip edge.
Climate considerations in New York
Snow load and ice dams drive many roofing details in the Northeast. In New York State outside NYC, the ground snow load, frost depth, wind speed and whether an ice barrier is required are filled in by each local jurisdiction in Residential Code Table R301.2 — for example, the Town of Ithaca's table lists a 40 psf ground snow load and requires an ice barrier. Ask your building department for its table rather than assuming a statewide value.
Good attic ventilation and air sealing reduce ice dams by keeping the roof deck cold; see our insulation guide.
How to vet a roofer
- License: requirements are local in New York. In NYC, home improvement work on residential property requires a DCWP Home Improvement Contractor license; Nassau and Suffolk counties license home improvement contractors too.
- Insurance: ask for certificates for general liability and workers' compensation.
- Written scope: tear-off layers, deck repair pricing per sheet, underlayment and flashing type, ventilation, cleanup and warranty.
- Permits: who pulls them, and whether landmark approval is needed.

Roof Replacement & Repair costs in 2026
National ranges for asphalt shingle roofs. Local labor, roof complexity, tear-off and deck repairs change the total.
| Item | Typical range |
|---|---|
| Asphalt shingle roof replacement (typical home) | $8,000–$16,000; average $12,000 |
| 3-tab asphalt, installed | $3–$5 per sq ft |
| Architectural asphalt, installed | $4–$8 per sq ft |
Typical national ranges. New York City and other high-cost metros often run above them — get several written bids for your project.

New York rules and permits
New York City. The NYC Department of Buildings lists non-structural roof repair among work that does not require a DOB permit — but other agencies' requirements still apply. If the building is a designated landmark or in a historic district, exterior work generally needs approval from the Landmarks Preservation Commission even when no DOB permit is required; routine in-kind maintenance can be exempt. Structural work (new framing, roof decks, rooftop equipment) is a different matter and typically requires filings by a registered design professional.
Rest of New York State. The 2025 NYS Uniform Code took effect December 31, 2025 for new permit applications. Re-roofing permits, snow loads and ice-barrier requirements are administered locally, so call your town or village building department.
Frequently asked questions
How much does a new roof cost?
National cost data show an average of $12,000 to replace an asphalt shingle roof, with most projects between $8,000 and $16,000 (updated January 2026). Use the roof replacement cost calculator for your roof size.
Can you put new shingles over old ones?
Codes commonly allow a limited number of layers and prohibit re-covering over damaged roofs. A tear-off also lets the roofer inspect and repair the deck, so many roofers recommend it.
Do I need a permit to replace my roof in NYC?
DOB lists non-structural roof repair as no-permit work, but landmarked buildings may need LPC approval, and structural changes need filings. Confirm with DOB for your specific project.
What is a roofing square?
100 square feet of roof surface. A 1,500 sq ft roof is 15 squares before waste.
How long does a roof replacement take?
Many single-family re-roofs take one to three days, longer with deck repairs, complex roofs or bad weather.
