Which buildings need a façade inspection
FISP applies to buildings taller than six stories. Inspections are required every five years, with DOB assigning filing windows by cycle and sub-cycle.
Who performs the façade inspection and what they check
Inspections must be performed by a Qualified Exterior Wall Inspector (QEWI) — a New York State-licensed architect or professional engineer with relevant experience. The inspector examines façades, balconies, railings, parapets and other appurtenances, and classifies each condition:
| Classification | Meaning |
|---|---|
| SAFE | No unsafe conditions or conditions requiring repair within the cycle |
| SWARMP | Safe with a Repair and Maintenance Program — repairs needed before the next cycle |
| UNSAFE | A hazard to the public; requires immediate protection (such as a sidewalk shed) and repairs |
Repairs and costs
Typical repairs include repointing, brick replacement, lintel and shelf-angle work, parapet rebuilding and sealant replacement. Costs vary enormously by building height, access and condition; for small-building masonry pricing see our masonry guide. Sidewalk sheds must stay up until UNSAFE conditions are corrected, so fast repair also limits shed rental costs.
Smaller buildings
Buildings six stories or fewer are not part of FISP, but owners are still responsible for keeping façades safe. Regular masonry maintenance avoids most emergency repairs.
This guide summarizes official rules for general information. It is not legal advice. Rules and fees change — confirm with the agency before you act.
